I am requesting permission to travel to Southport from London having received the news that my brother Stephen Skelton has been moved from hospital into a care-home (Birch Abbey, Southport) from which, we understand, he will never leave and that there is no prospect of his recovery. As the time that he has left is indeterminate I am anxious to see him one last time asap rather than risk leaving it until it is too late. I do hope you can help me.
